Commissioner Roger Goodell ended speculation about a postponement of the April 23-25 NFL Draft with a memo sent Thursday evening to NFL chief executives, club presidents, general managers and head coaches.

The message: The show WILL go on!

Goodell’s two main points were these:

*“Everyone recognizes that the public health conditions are highly uncertain and there is no assurance that we can select a different date and be confident that conditions will be significantly more favorable than they are today,” he wrote.

*“I also believe that the Draft can serve a very positive purpose for our clubs, our fans and the country at large, and many of you have agreed.”

Left unspoken: Hey, ESPN/ABC and NFL Network really, really need some fresh programming and there’s a lot of revenue at stake here.

So, why not?

Yes, the public spectacle planned for the Bellagio in Las Vegas has been scrapped. Goodell verified that players and their families will not be brought to the draft – presumably now conducted in New York – and the TV show will be conducted “in a way that reflects current conditons.”

Goodell also instructed teams to plan to conduct their drafts in a location outside team facilities and “with a limited number of people present.” He left open the possibility of re-opening team facilities if conditions warrant.

One other thing: Goodell warned that public criticism of his decision not to postpone the draft "is grounds for disciplinary action."

Now that the draft is officially official – for now – we move on to our regularly scheduled mock draft 3.0.

1. Cincinnati Bengals: QB Joe Burrow, Louisiana State.

Burrow will become the second quarterback taken No. 1 overall in three years by an NFL team based in Ohio, following the Browns’ selection of Baker Mayfield in 2018.

Last time: Burrow.

2. Washington Redskins: DE Chase Young, Ohio State.

Talk of the Redskins leaning to the second-ranked quarterback or even trading down for extra picks have subsided. For now.

Last time: Young.

3. Detroit Lions: QB Tua Tagovailoa, Alabama.

The Lions would love to see a bidding war for this pick to ensue between Miami and the Chargers. I believe that will happen and Detroit will fall back to No. 5 or No. 6 and select the cornerback of their dreams. So Tua is the choice here, though Detroit probably won't be making this pick.

Last time: Tagovailoa.

4. New York Giants: LB Isaiah Simmons, Clemson.

Although GM Dave Gettleman probably favors stocking up on the offensive line, he would be understanding of the wishes of new coach Joe Judge. I’m thinking Judge can talk Gettleman into using their second-round pick on an offensive tackle – perhaps after a short trade-up into the bottom of the first round.

Last time: Becton.

5. Miami Dolphins: CB Jeff Okudah, Ohio State.

In this mock, Miami wins the trade war with the Chargers and moves up to No. 3 because the Lions don’t want to risk losing Okudah to Miami if they trade down to No. 6. So the Dolphins get Tagovailoa at No. 3 and the Lions take Okudah here.

Last time: Justin Herbert.

6. Los Angeles Chargers: QB Justin Herbert, Oregon.

Failing to trade up to No. 3, I wouldn’t discount the Chargers trading down from here, perhaps with Jacksonville. For now, I’m sticking with the third-ranked quarterback. The Chargers QB room right now features Tyrod Taylor and Easton Stick.

Last time: Herbert.

7. Carolina Panthers: DT Derrick Brown, Auburn.

New coach Matt Rhule has reshaped his quarterback room with Teddy Bridgewater and P.J. Walker. Although there is a big hole at offensive tackle, the Panthers are not going to contend against three future Hall of Fame quarterbacks in their division without a much upgraded defense.

Last time: Okudah.

8. Arizona Cardinals: WR CeeDee Lamb, Oklahoma

For the third week in a row, I’m sticking with Kyler Murray’s college teammate here as Kliff Kingsbury loads up on offensive playmakers. An offensive tackle will have to wait.

Last time: Lamb.

9. Jacksonville Jaguars: DT Javon Kinlaw, South Carolina.

If the Jaguars are in a semi-tank mode, they’ll proceed with Gardner Minshew at quarterback and justify taking the highest-rated defensive player on the board. They also own the Rams’ pick at No. 20.

Last time: Simmons.

10. Cleveland Browns: Tristan Wirfs, Iowa.

Well, lookie here. The Browns have their pick of the litter of an elite class of offensive tackles. They can’t go wrong whichever one they select. I’d put my chips on Kirk Ferentz and the Iowa offensive tackle factory.
